Milton City Government
The City of Milton is one of three cities that were created by the Georgia State Legislature in order to help solve some of Fulton County’s financial problems and give voters more direct control over their local neighborhoods. Prior to 2005, a citizens committee had been formed in Milton to promote the viability of incorporating some previously unincorporated areas in northwest Fulton County and a political movement developed at the state level in response to the actions of the committee. In January of 2005, Representative Jan Jones introduced a bill named HB 924 in the State Legislature to incorporate the city of Milton, and the bill was passed on March 9th. On July 18, 2006, an election was held and 85% of the voters approved the referendum to incorporate Milton as a city. The mayor and the city council were installed and they conducted their first meeting on November 14, 2006.
The City of Milton’s Comprehensive Plan for 2008 through 2028
One of the first items on the city council’s agenda was to adopt a comprehensive plan for development. The planning process as elaborated in the City of Milton Comprehensive Plan 2008-2028 is overseen by the Milton Comprehensive Plan Advisory Committee and the goal is to develop priorities that accurately reflect the objectives of the majority of local residents. To ensure active participation of residents, a Community Participation Program has also been developed and the goal of this program is to involve the entire community so as to reflect the full range of people’s values and desires.
The City of Milton offers four unique property tax exemptions
In addition to any property tax exemptions provided by Fulton County, the City of Milton offers four different types of homestead exemptions. A Basic Homestead Exemption of $15,000 off the assessed value of a property owner’s county tax bill is available. A Senior Basic Exemption of $15,000 is available to homeowners who are 65 or older on or before January 1st of the year in which their application for exemption is submitted. An Additional Senior Homestead of $10,000 is available to homeowners who also meet certain income requirements. A Full Value Exemption is available to residents who are 70 or older on or before January 1st of the year in which their application for exemption is submitted, and certain income qualifications also apply. In order to qualify for homestead exemptions in Milton, property owners must own and occupy their home as a primary residence as of January 1, 2007.
